- The findings indicate that Nairobi, alongside nine other counties, failed to allocate any funds to development projects, despite receiving substantial budgetary allocations
- The report has also revealed that Governor Sakaja’s Nairobi County had been allocated a development budget of Ksh205.33 billion
Nairobi County, under Governor Johnson Sakaja, has come under scrutiny as the Controller of Budget (CoB), Margaret Nyakang’o, revealed that it led a group of ten counties that failed to spend any funds on development projects in the financial year ending June 2024.
The counties implicated in this startling revelation include Nairobi, Baringo, Elgeyo-Marakwet, Kajiado, Kisii, Lamu, Nyandarua, Tana River, Uasin Gishu, and West Pokot.
The CoB’s report paints a concerning picture of development priorities in the counties.
Nairobi, despite having one of the largest development budgets of Ksh205.33 billion, only managed to absorb 3 per cent, amounting to Ksh6.71 billion.

This is a decline from the previous financial year’s 4 per cent absorption rate, where cumulative expenditure stood at Ksh6.92 billion.
Development Budget Absorption Rates
Counties were collectively allocated Ksh576.73 billion in the 2023/2024 fiscal year, with Ksh205.33 billion earmarked for development expenditures and Ksh371.4 billion for recurrent expenditures.

However, the dismal absorption rates highlight a worrying trend.
While Nairobi’s poor absorption rate has drawn significant attention due to its status as the capital, the report shows that other counties also lagged in utilizing their allocated funds.

In contrast, a few counties stood out for their relatively better performance. Kirinyaga, led by Governor Anne Waiguru, and Busia, under Governor Paul Otuoma, achieved the highest absorption rates at 12 per cent.
Siaya and Garissa counties, under Governors James Orengo and Nathif Jama, respectively, followed closely with absorption rates of 10 per cent each.
